The above article speaks of the smoke causing cloud nucleation and rains, but in my limited observation, even chanting santi mantras to Indra without Agni, causes Indra to respond with clouds, winds and rains. (Indra (Hero, God, Astronomical Point, War Strategist), Agni , Vedas : Rks and Samans)
As Shilpa Shetty says, “Don’t take my word for it”. Learn a few s’anti mantras from a guru, practice for a few months and try it when you want rains.. It takes me upto 3 days at my present level of accomplishment.
Native American Indians had a rain stick. That works also.
